REFORM AGENDA UNDER SCRUTINY: Second Ex Post Monitoring Report – July 2026

Two years into the implementation of the Reform Agenda 2024–2027 and approximately 18 months before the end of its implementation period, the CARGrow Second Ex-Post Monitoring Report takes stock of where North Macedonia actually stands: which reforms have been completed, which remain in progress, and where delays are already creating a tangible risk for access to funding under the EU Growth Plan.

The report assesses 39 reform steps, representing approximately €131.66 million in financial exposure. Ten reform steps reached the end of their grace period on 30 June 2026, 17 remain in a grace period until 31 December 2026, while 12 are new obligations with an initial deadline of 30 June 2026. For measures whose final grace period has already expired, failure to meet the agreed conditions no longer means simply another delay — the funds linked to them may be permanently lost.

The analysis shows that the Reform Agenda is moving forward, but also that legislative and institutional progress continues to outpace the delivery of fully operational and verifiable reform outcomes. With deadlines tightening and financial exposure increasing, the next 18 months will be decisive. The question is no longer whether reforms have started, but whether North Macedonia can complete them on time.
